UNOFFICIAL REPORT of 19 August 2010 Executive Committee Meeting of WCA – Ray Collett

The meeting was held 7:30pm on 19 August at Claines Church Institute, Worcester. Peter Kitson in the chair. Apologies were taken from among others, representatives from Greenlands, who were attending the Birmingham & District Fixtures meeting on the same night.

Brief reports were received from senior officers and the most significant was from Bert Foord, Honorary Treasurer, who said that the surpluses from the Megafinal (about £600) and the Worcestershire Open congress (about £400) made the association's financial position very healthy. It was suggested that the surplus from the Open should be retained for the 2011 congress and Ray Collett suggested various ways in which junior chess players could be supported. Ray Collett reported on the MCCU AGM, which had amended rules for the MCCU Inter-counties competition. Players in county matches would now lose their game if their electronic device (mobile or sat nav) sounded in the playing hall while their game was in progress. If a team wanted to play a FIDE incremental time control with digital clocks, this would now be allowed if both captains agreed. Andrew Moore said he would not agree to incremental time control because very few players in Worcestershire were used to playing with them. He revealed that he had been nominated by the ECF Board to stand for the post of Chief Executive Officer because Chris Majer is standing down. Andrew has posted his intentions should he be elected to this post. Andrew Moore stated his readiness to take on the role of ECF Chair, which involoved arranging for distribution of papers for ECF meetings. The Association agreed to nominate Andrew Farthing for the post of CEO and Andrew Moore for the post of Chairman.

It was agreed the MCCU county teams would remain as last year: Open in the minor championship, u140 and u120. with captains Andrew Moore, Giles Stanton, and Richard Turner respectively. No one felt able to run a u100 side. It is anticipated that fixtures dates will be announced shortly.

In relation to the county league, the policy adopted at the AGM, to allow a player who has moved house to change clubs during the season, was endorsed. The structure of the League was discussed for the 2010-11 season. Hagley, Division 2 Champions, were asked and accepted promotion to Division 1. This decision resulted in 5 teams in Division 1 (Hagley, Halesowen 1, Kidderminster 1, Malvern, and Worcester City) and 6 teams in Division 2 (Droitwich, Greenlands, Halesowen 2, Headless Cross, Kidderminster 2, and Redditch). It was agreed that teams should play each other home and away in both divisions.
